The Federal Skilled Worker Program is managed through the Express Entry system.

Eligibility for the Federal Skilled Worker Program

To be eligible, you must meet the established requirements for:

  • Skilled work experience
  • Language ability
  • Education

What qualifies as Skilled Work Experience for those seeking Permanent Residency?

Skilled work experience means:

  • You have been employed in one of the following categories of the National Occupation Classification (NOC):
    • TEER 0 – Management occupations
    • TEER 1 – Occupations that need a university degree
    • TEER 2 – Occupations that need a college diploma, apprenticeship training of less than 2 years, or supervisory occupations.
    • TEER 3 – Occupations that need a college diploma, apprenticeship training of less than 2 years, or more than 6 months of on the job training.
    • The position in question must be your primary occupation.

Visit the National Occupation Classification search tool. Find your job.Read the section under “Main duties”.

Skilled workers must also:

  • Have obtained the experience in the last 10 years.
  • Be paid to work.
  • At least have 1 year of continuous work or 1,560 hours total as part of their experience.

Language ability means:

  • Take a language test recognised by IRCC and meet the score expectations in listening, speaking, reading, and writing.

  • This could be Canadian or foreign education.
  • If you have been educated in Canada:
    • It must be demonstrated through a degree, certificate or diploma;
    • At a secondary institution/high school or;
    • A post-secondary institution.
