1. C11 Entrepreneur Work Permit → PNP (Fastest Route)

What it is: Federal LMIA-exempt work permit. You own 51%+ of a Canadian business and prove "significant benefit" to Canada through job creation.

2026 Requirements: No official minimum, but IRCC approves $100K-$300K investments consistently. You need separate personal settlement funds , a detailed business plan, and proof you will actively manage the business.

Process: Incorporate → lease/sign purchase agreement or Business plan → apply C11 (2-4 months) → move to Canada → operate 12-18 months → apply to PNP entrepreneur stream in your province → nomination → PR.

Why we recommend it: Start-Up Visa is closed. C11 gets your family to Canada in 3-4 months while you build the track record provinces want. IRCC confirmed in May 2025 that C11 time does NOT count for CEC, so PNP is the intended PR route.

2. Provincial Nominee Entrepreneur Streams (Direct PR Track)

Each province runs its own program. Common steps: EOI → ITA → Net Worth Verification → Interview → Performance Agreement → Work Permit Support Letter → Operate 12-24 months → Nomination.

Is the Start-Up Visa really closed?
Yes. IRCC stopped accepting new SUV applications on December 19, 2025. Only those with a valid Letter of Support issued in 2025 can apply, and the final deadline is June 30, 2026. Processing is 52+ months due to backlog.
Can I get PR directly with C11?
No. C11 is a temporary work permit. You must transition to PR through a Provincial Nominee Program entrepreneur stream or, in rare cases, Express Entry as a senior manager. C11 work experience no longer counts for Canadian Experience Class since May 2025.
What is the cheapest province for business immigration?
Alberta Rural Entrepreneur and BC Regional both require $100,000 investment and $300,000 net worth. Alberta is often faster because it does not require a community endorsement letter upfront.
Can I buy a franchise for immigration?

Do I need IELTS for business immigration?
