BC PNP April 2026 Update: ELSS closed, no new student streams and focus on health and child care.

British Columbia has reset its Provincial Nominee Program. On April 23, BC announced its new “Look West” strategy, and it’s the biggest shift since 2022. The message is simple: BC will prioritize people who strengthen public services, build housing and infrastructure, and drive high-impact growth – especially outside Vancouver.

If you were planning on the old Entry Level stream or waiting for a new international graduate stream, your plan needs to change today.

What’s New

  • 3 priorities: Care, Build, Innovate
  • 35%+ of nominations will go to candidates working outside Metro Vancouver
  • Care: 36 priority occupations in healthcare, education, childcare, and vet care + French-speaking K-12 teachers
  • Build: 9 certified skilled trades fast-tracked
  • Innovate: Tech-only draws end, replaced by High Economic Impact invites across all sectors
  • NEW one-time intake: Up to 250 rural health-authority cleaners and security staff can apply in June 2026
  • CLOSED: Entry Level and Semi-Skilled (ELSS) stream is officially shut down
  • NO new student streams will be launched
  • Fee: Skills Immigration fee is now $1,750 (up from $1,475)

The Three Pillars Explained

1. Care: Strengthening Public Services

BC will put healthcare and community well-being first. This covers 36 in-demand jobs including doctors, nurses and nurse practitioners, early childhood educators, K-12 teachers, veterinarians and vet technologists.

The Health Authority stream continues for public-sector healthcare workers, and BC will also nominate select private-sector health roles. ECEs and vets working toward Canadian certification get priority.

A key win for francophones: BC is using federal allocations to prioritize French-speaking teachers in the public K-12 system.

Special June 2026 initiative: BC will open a time-limited EOI for up to 250 workers already employed by a health authority as cleaners or security staff in a rural or remote community. This is a one-time retention pathway, not a permanent stream.

2. Build: Getting Homes and Projects Built

To meet housing targets, BC will prioritize certified workers in 9 key in-demand skilled trades. You must be certified in BC to qualify. This is targeted, not open to all construction labourers.

3. Innovate: Top Talent, Any Sector

The old “Tech Pilot” priority list is gone. The final tech-only draw was December 3, 2024. Going forward, BC will run High Economic Impact invitations for highly qualified professionals and entrepreneurs in any sector, including tech. All previous tech occupations remain eligible, they just no longer get a separate draw.

Two Big Closures You Cannot Ignore

1. ELSS is officially closed. The last invitations were issued December 10, 2024. BC says the stream will soon be removed from the registration system and Program Guide. If you were banking on hospitality, retail, trucking or food processing under ELSS, you need an alternative pathway now.

2. No new student streams. Despite lobbying, BC confirmed it will not launch the proposed new international graduate streams. Graduates can still apply through existing Skilled Worker or other streams, and BC education still gives you extra registration points, but there is no dedicated easier route.

BC is also expanding its list of ineligible occupations and employers to protect program integrity and focus on priorities. The full updated list will be in the new Program Guide.

Fees, Numbers, and Regional Focus

Effective January 22, 2026, the BC PNP Skills Immigration application fee increased to $1,750.

Since shifting to strategic selection in 2022, BC has nominated:

  • 3,887 healthcare professionals (including 475 doctors and 1,228 nurses)
  • 2,957 licensed childcare workers
  • 826 construction and trades workers
  • 26 veterinarians and 116 vet technologists

Over 38% of nominees are now working in regional communities, and BC wants to push that to at least 35% going forward.

What This Means for You

If you are in healthcare, ECE, vet care, or a certified trade: This is your window. Get your BC certification or job offer outside Metro Vancouver and your score improves dramatically. French-speaking teachers should look at BC school districts now.

If you are an international student in BC: You still get points for BC study, but do not wait for a special stream. Target Skilled Worker Category 1 with a TEER 1-3 job offer in a priority area, or consider the federal PGWP to CEC route.

If you were planning ELSS from Ontario or overseas: BC is no longer an option for entry-level roles. Look at Alberta, Saskatchewan, or Atlantic programs, or upskill into a certified trade.

If you are a tech worker: You are not excluded, but you are no longer automatically prioritized. You will need a strong wage, senior role, or clear economic impact to get a High Economic Impact ITA.

Your Next Steps Checklist

  1. Check if your NOC is on the new 36 Care occupations or 9 Build trades list (new Program Guide coming soon)
  2. If outside Vancouver, get a valid job offer from a regional employer – it is now worth more
  3. Start BC credential assessment now for nurses, ECEs, vets, and trades
  4. Budget for the $1,750 fee plus federal PR fees
  5. If you are a rural health support worker, prepare documents for the June 2026 intake
