On February 4, 2025, Immigration, Refugees and Citizenship Canada (IRCC) conducted its second Express Entry draw of the year targeting Provincial Nominee Program (PNP) candidates. In this round, 455 Invitations to Apply (ITAs) were issued to candidates with a minimum Comprehensive Ranking System (CRS) score of 802. To be eligible, candidates needed to have submitted their Express Entry profiles before 7:39 PM Coordinated Universal Time (UTC) on December 7, 2024.

This draw marks the fourth of the year, following two Canadian Experience Class (CEC) draws and an earlier PNP-specific draw. Cumulatively, IRCC has extended 6,276 ITAs through the Express Entry system in 2025.

Since July 2024, IRCC has emphasized candidates eligible for PNP, CEC, and category-based selection draws. This strategy aligns with Canada’s annual Immigration Levels Plan, aiming to attract individuals within the country and those possessing the professional and language skills essential for Canada’s economic and demographic objectives.

In 2025, the priority categories for Canada’s Express Entry system include:

  • Healthcare
  • Trades
  • French-language proficiency

Understanding the Express Entry System:

Express Entry is an application management system overseeing three of Canada’s primary economic immigration programs:

  1. Canadian Experience Class (CEC)
  2. Federal Skilled Worker Program (FSWP)
  3. Federal Skilled Trades Program (FSTP)

Prospective immigrants eligible for any of these programs must first submit a candidate profile to the Express Entry pool. Candidates are then evaluated using the Comprehensive Ranking System (CRS), which assigns scores based on factors such as human capital, skills transferability, and other criteria. Those with the highest CRS scores are most likely to receive an ITA.

Upon receiving an ITA, candidates have 60 days to submit a complete application for permanent residence. This application may require documents like police clearance certificates and proof of funds, depending on individual circumstances. IRCC aims to process these applications within six months. Successful applicants will attain permanent resident status and must arrive in Canada to finalize the process.

Simplified Steps to Navigate the Express Entry Process:

  1. Assess Eligibility: Ensure you meet the criteria for at least one of the three programs managed by Express Entry.
  2. Gather Necessary Documentation: Complete language testing and collect all required documents, including an Educational Credential Assessment (ECA) if applicable.
  3. Submit Your Profile: Create and submit your candidate profile on the IRCC website to receive your CRS score.
  4. Await an Invitation: Remain in the candidate pool until IRCC conducts a draw for which you qualify, based on your CRS score and profile submission date.
  5. Apply for Permanent Residence: If you receive an ITA, submit a comprehensive application for permanent residence within the stipulated 60-day period.
